RINEX 3.01 Update 1.  Page 11:

    3.1 Time

    The time of the measurement is the receiver time of the received
    signals. It is identical for the phase and range measurements and is
    identical for all satellites observed at that epoch. For single-system
    data files, it is by default expressed in the time system of the
    respective satellite system. For mixed files, the actual time system
    used must be indicated in the TIME OF FIRST OBS header record.

Clear.  Right?

Here is a typical RINEX 3 header fragment from gpsrinex:

  2020     4    28    23    25    3.9940000     GPS         TIME OF FIRST OBS   
  2020     4    28    23    28   22.9940000     GPS         TIME OF LAST OBS  

So, GPS time.

From page 32:

    all time tags in the file are referring to: 
        • GPS to identify GPS time
        • GLO to identify the GLONASS UTC time system 
        • GAL to identify Galileo time
        • QZS to identify QZSS time
        • BDT to identify BDS time
        • IRN to identify IRNSS time

Where GLO == UTC.

I'll see if changing the two "TIME OF" lines is sufficient.
