Yo All!

James Browning noted that the rpm spec file, and scons rpm build
procedure, did not work.  Those are now fixed.  Fedora 32 and 33 build,
and rpm creation instructions have been added to the INSTALL.adoc file.

The old way of building rpms also works:
        scons && scons && scons distrpm

Along the way, scons gained two new options:
    "unitdir" "Directory for systemd unit files"
    "release" "Suffix for gpsd version"

That reduces the need for packagers to patch SConscript.

Anything else important before the next release?
