What I did, more or less:

  on a system with asciidoctor that is found by scons, build, and then
  'scons dist'.  This builds a distribution tar file that seems ok and
  has built man pages.

  On a system where asciidoctor is not found, unpacked that tarball, ran
  a build, and an install

and man pages were not installed.   This is clearly what happens from
reading Sconscript.  I think they should be installed.
