Huh.  Not the failure Greg has.  Related, but Greg is not getting to
"scons check".  You appeat to be failing in "scons check".  Because
that is whem test_qgpsmm is built.

Can you try that with includedir=/usr/pkg/include instead of the CPPFLAGS?

I suspect that your CPPFLAGS is confusing scons.
