I am guessing you mean on FreeBSD, but on what platform do you mean?

All good questions.

Another question is if the regression tests are trying to open any
actual serial ports.  I am guessing not, and the message is some
interaction with pseuodoterminals.

FWIW I do not see this in the test output on NetBSD 9 amd64.
