Took me a while.  Nasty little gps week rollover bug.  I never fixed the
real bug, instead by fixing the decode of GNS (0x29) the extended week is
recovered, and all is well.

The problem was the GPS week number was jumping around and confusing the gpsd
week rollover detector.

Please test.
