NTP data when using NMEA tcp feed

Final issue that we see with NMEA tcp feed at some of our sites...

Where there is a sparse NMEA feed (missing satellite data) it seems that the ntp shm feed is missing - no data reported by ntpshmmon

While this isn't a show stopper, it would be nice to get time info from gps as these sites don't normally let us out to ntp servers

Accuracy of the time isn't so important +/- few secs better than nothing!!

I'm attaching sample of data feed gathered using gpspipe -R -x 20
