PPS signal, SHM , and Linux capabilities

I was looking at an issue (267) where PPS is lost after the serial
port reconnected.

In an attempt to do something almost useless, I set
cap_fowner+ei on a compiled but uninstalled gpsd. I added a
'cap_fowner jamesb' line to my /etc/security/capability.conf
file. I got a ntpshmmon reported PPS signal from a USB mouse added
with gpsdctl after gpsd was started as a non-privileged user.

I realize this is less useful than I would hope it would be.
