Actually, every 30s when "TAI module 30 is zero". A few PPP programs
require it. I can never get a good reason why...

Only the time of the report generation is in UTC, everything else is in
TAI time. No leap seconds, etc.
All of this is 100% irrelevant to a person that wants to use gpsrinex.
The details in a RINEX file are mind numbing, then add in all the quirks
of the PPP services. gpsrinex tries to hide all that complexity. It is
nice to have background information that may disappear on the next OPUS
upgrade. Otherwise just clutter to a user. Not useful for anything.

Fair enough. I'm still trying to understand the confusion so I can
clean it up. I already posted a PPP Howto update once today.
