One cycle is all the data for one fix.  When gpsd detects the end of
the cycle it pushes out the fix data it has, and gets ready for the
next fix.

It is not only GGA.  Not even for NMEA.  It depends on how you
programmed your GPS.  If your GGA is always the last in your cycle, then
that defines your cycle end.  Then when gpsd sees your GGA it pushes out
all the fix data it has before the next cycle starts.

Nope.  Nothing you can do, you will always get a ton of NAN.  Not all
receivers send all data all the time.  What is not sent, is NAN.
