You are actually a pretty typical gpsd user.
Except the F9P is bleeding edge. Many fixes in git head. More coming.

Yes, and sent, verbatim, to the F9P. What we do not know is if the
RTCM3 packets you are sending are the ones the F9P needs.

Notice the "SER: => GPS:"? That says gpsd sent the RTCM3 message, verbatim
to the F9P.

Yes, and your log shows it did.

As I said before: Not a problem, a feature. You have 2 devices
connected: NTRIP and the F9P. That is exactly what you want.

Sadly, no one has reported success with u-blox 9 series and any
NTRIP service. I have tried and failed. If you get it to work
then you are the first.
NTRIP with RTCM2 and the u-blox 8 works great. I run that all the time.
