That was also my understanding from the standard (Rec. ITU-R  M.1371-4)

So this still looks wrong to you?

I think this is 911:

I'm not sure how to read that...

Looks like shiptype is 14 bits.

I found a reference to shiptypes:
  https://api.vtexplorer.com/docs/ref-aistypes.html

But it only goes to 99.  Is shiptype 8440 wrong?
8440 can fit in 14 bits, so not obviously illegal.

The other fields look good to me.  Not that I understand AIS at all.
