doc/webpage.ms: Update and fix style nits.
doc/webpage.ms:
+ "manpages" -> "man pages"
+ Update project maintainer info; Ted and Werner have retired.
+ Remove redundant arguments from .MTO macro calls.
+ Incorporate change from Dave Kemper noting that the bug-groff
list is not for _reporting_ bugs anymore.
+ Add discretionary breakpoint to Deri James's (long) email
address.
+ Tighten wording about Perl requirement.
+ Consistently protect the "S." in "Eric S. Raymond" from
end-of-sentence recognition with \& instead of \~ or nothing
at all.
