man pages: Kill comment regarding preprocessor-fu.

Delete comment explaining what the preprocessor hint is for. We
document this in groff_man(7), but more importantly, apparently
there are very weak and easily confused mandb-style index
generators out there, so being conservative with the beginnings
of man pages seems wise. Most significantly in my view, we have
13 other man pages in the tree that issue a preprocessor hint
but lack such a comment. Consistency wins.
