    Bump Autoconf dependency to 2.68.
    
        * bootstrap.conf: We need it to support our bug-reporting URL,
        which contains a "?".  Strictly, Autoconf 2.65 is fine, but 2.66
        and 2.67 broke this.  Even 2.69 is over 6 years old now.
