    tmac/groff_man.7.man: Explain what a "v" is.
    
    ...since this man page is intended to be comprehensible "to man page
    writers who may never read any other groff documentation" (NEWS).
    
    Move compatibility mode save below legal terms notice, since we don't
    need compatibility mode in that comment block or the apropos/mkwhatis
    line before it.
