    tmac/LOCALIZATION: Correct and clarify.
    
    Loading a character set translation macro file is important less for
    localized input (which is likely to be in UTF-8 and then preconv(1)ed
    anyway) as for enabling troff to interpret the hyphenation pattern
    files, which historically have been in single-byte 8-bit encodings.
