groff(7): Fix style nits.
* Stop boldfacing a comma used non-literally.
* Say "basic Latin alphabetics". "Base-26" just isn't mathematically
correct, since the alphabetic representation is not a place-value
system (even though we represent a zero value with an arabic zero.)
"Basic Latin" suggests the Unicode code chart bearing that name, which
happens to also have correct implications.
