[man pages]: Fix content and style nits.
Content:
* State the arguably obvious fact that there is a "groff project".
* Drop unnecessary detail of parser operation. Readers who think like
parsers already reason this way, and those who don't won't develop a
skill for it from these five words.
Style:
* Tweak wording and fix a missing period.
