[Groff] little missing in 1.12

Hi all,
while debianizing the new 1.12, I noticed the missed inclusion of option
'U' in the arg string of getopt in groff.cc .

far less important, U was also missing from the SYNOPSYS of troff.man,
while is in the OPTIONS.
(this is not the same gaffe that I made in a previous post :-)
