I can repeat this, but the question you have asked my should be a
different one:
Where are the page numbers? I can only see two blank lines but
no footer line.
If you add, say, 200 `.It' lines to the table, you can see this more
clearly.
I think that this is a problem with the doc macros which doesn't
implement .Bl (or .It, I don't know) correctly if used with -Tascii or
-Tlatin1.
BTW, the macro .Fx is not defined in groff's tmac.doc. Additionally,
builtin.1 fails completely if called with -Tdvi...
There is a lot to improve apparently! I would be glad if the tmac.doc
maintainers (are there still ones?) submit improvements to me so that
I can include them into the main groff package.
