Not at all.

Maybe my decision was a bit unfortunate (and if you prefer, Jörgen, I
can move the files back to tmac/mm).
The reason for putting the mm files into contrib/mm was done in the
hope that probably other people will start to populate the contrib dir
with other macro packages. Compare this to
<CTAN>/pub/tex/macros/latex/base/...
<CTAN>/pub/tex/macros/latex/contrib/...
Whether this hope will be fulfilled, I don't know...
It has no other meaning than it is contributed software, written and
maintained by a person not identical with the groff team.
