As local conception this would be a fine idea.
But the hole set of groff external programs, I know, using
.BR to generate a logic link.
Reference to public available
man-page as hyper-text viewers: tkman, tkman8
man-page to html converters: man2html, rosetta-man
Your example sentence would fit to :
.BR groff (1)
and
.BR grog (1)
are the front-end binariess, whereas
.BR groff_man (5),
.BR groff_mm (5),
and
.BR groff_ms (5)
describe common macro packages.
I think the .BR Notation derives from the older 4.xBSD world or
from the real original ManPages.
