[Groff] Win32 build by Blake McBride

Hello -

I tried the win32 build that Mr. McBride graciously has provided 
but hit the wall quite quickly with a problem in a header:

pc:baseline>nmake -f makefile.msc

        nmake -nologo -f makefile.msc

function 'ito
a' not allowed
        ../include\lib.h(26) : see declaration of 'itoa'
NMAKE : fatal error U1077: 'cl' : return code '0x2'
Stop.
NMAKE : fatal error U1077: 'd:\vc6\vc98\bin\nmake.exe' : return code
'0x2'

This looks like an issue with a collision with the Borland define. The
only
anomaly I can think of in my install is my version of 'patch' may not
be the
one expected; I will look around for a Win32 port of gnu patch.

Any advice much appreciated...
