Many software packages run a two-way versioning system. The stable
versions have even sub-version numbers, the experimental ones have
sub-versions.
groff could do this as well. We could start with 1.17 immediately after
the release of 1.16. This allows for bug-fixes like 1.16.1, ...,
leading to reasonable patches. The unstable 1.17 track could then be
misused for unthought, shameless experiments ;-) The next major stable
version would be 1.18.
As to the naming, the actual date versioning could be kept,
e.g. 1.17-9999_12_31. Later on, when the update cycle will slow down
after the basic work will have been done, a numbering scheme like
1.17.999 could be introduced.
