[Groff] an improved version of man.local

Below an improved version of man.local to display man pages without
intermediate headers and footers.

Older versions of this file sometimes exited before printing the
footer line.  The used trick (increasing the page length a bit, then
issuing .fl) has been taken from the mdoc package.

PS: I get a lot of mail delivery errors for <address@hidden>
    coming from the debian.org machines.  In case Fabrizio's address
    is incorrect: Who knows the new one?
