Maybe it would be better to reverse this.  So I propose the following
changes to roff(7) and groff(1):

- move all groff related references form roff(7) to groff(1).
- sort the options and devices alphabetically in groff(1).
- add a very short documentation (half a line) for the troff options to 
groff(1).

Would that be ok?
