Not to rain on the parade of the TBL problem, but I would code it thus:

Or, better yet, I'd use the ".C" macro I put in the HP man macros.

I NEVER used TBL for 2-column lists that are closer to labeled lists
in form and content (HTML definition/glossary lists using <DL> tag).
