yes it is a bug.. which needs fixing..

this works for me. I think the key issue is whether the C define
`PAGEA4' is set correctly (src/include/config.h) by ./configure. [It
does this by checking the domain name which this might not be
sufficient for a standalone machine at home..] As Werner has emailed
the -P-o option can override the vertical offset which provides an
immediate workaround. But recompiling groff with this macro correctly
set is a better solution. Hope this helps?
