[Groff] more html macros needed

Gaius's additions to www.tmac are most useful.  I would need macros
simulating <Hx> in such a way that the header could include several
.URL macro calls, e.g.

.HTML-H 1
.URL Groff http://www.gnu.org/software/groff
- a
.URL GNU http://www.gnu.org
project, hosted by
.URL FFII http://www.ffii.org .
.HTML-H-end

This is for constructing the groff web site by using groff only.
