And that's where we disagree.  Requiring texinfo cuts your number of
possible documentation contributors given your troff audience.

So your use of texinfo isn't driven by a GNU requirement, but because
you think it is the right thing to use?  I thought it was just the
former, hence my raising the issue of an exception from GNU.
