RE: [Groff] shifted output with version 1.17

As it turns out it appears that the paperlength was causing the problem. I
changed the value which came with the 1.17 installation to the same value in
our 1.15 installation and the shifting disappeared.

Does the problem also occur with a file containing just `Hello world!'?
If so, it might be something to do with the value of paperlength in
share/groff/font/devps/DESC being different between the two versions.
It is often altered after installation according to local paper
conventions.
