Yes, but the news didn't sink in the first time I read it. :( I skimmed through it too fast. ;)
Nevertheless, I do believe this should be handled differently, say, all the options like PAPER, BROKEN_SPOOLER_FLAGS, PSPRINT, GROFF_NO_SGR and such should be autoconf flags.
