Replying to myself here the displacment (h2500 in troff's output) was
caused by forgetting the \c at the end of the import line.

    $ cat import.ex
    .psbb 1i.ps
    .
    .sp 3i
    \Z'\h'|0'\X'ps: import 1i.ps \n[llx] \n[lly] \n[urx] \n[ury] 72000 72000''
    \Z'\h'|0'\D'l 1i -1i''
