[Groff] Infinite loop in ms

The following minimal file causes an infinite loop when processed with
groff -Tlatin1 -ms

.nr FM 1.25i
.LP
This is some text!\**
.FS
This is footnote.
.FE

(but no problems with ps-output).
Now, I know that there is no reason to set the footer margin when
processing with nroff, but that particular line is buried in my ms
customization files.  Is this expected behaviour (if so, I'll make sure I
hide the line from troff with .if t)?
