Tim,
        First, I'm not a fluent groffer, so my opinions may
mean very little.  Having said that, using groff 1.18, I
can groff the entire UTP without a single error or
warning.

        When groffing the chapters, I suggest you use:

$ groff -step -ms chxx.t > chxx.ps

as many of the chapters use PIC and EQN.

        Since I cannot reproduce the errors, I will be
unable to assist further.
