latin1.tmac works fine for me. Typing "??" (upside-down exclamation
mark, cent sign) into 'groff -Z -Tlatin1' produces:

"Cr!" and "Cct" are exactly what I'd expect here.
I'm using Debian groff, which has Fumitoshi UKAI's multibyte patches
applied; this may change things. (Notably, the 'x init' command changes,
which concerns me a bit since it contradicts the guarantee in the
"Document Parts" section of groff_out(5) ...)
