[Groff] trouble with snapshot ftp site

Since more than a week, the groff snapshot ftp side does not work.
http://www.gnu.org/software/groff/ says:

  Alternatively, you can download snapshots (which are updated twice a day) 
  from here or a diff file relative to the latest official groff release as:
  ftp://ftp.ffii.org/pub/groff/devel/groff-<version>-current.diff.gz

Moreover the `Download' section links `Germany' and `USA' to different
layouts.  `USA' refers to the standard distributed groff versions, while
`Germany' is the developer ftp site.  This should be made clearer.
