[Groff] documentation makefile broken

I just tried to compile a cvs snapshot as of 30 minutes ago and got this:

make[2]: *** No rule to make target `pic*.html', needed by `html'.  Stop.
make[2]: Leaving directory `/cvsdirs/groff/doc'
make[1]: *** [doc] Error 2
make[1]: Leaving directory `/cvsdirs/groff'
make: *** [all] Error 2

I am using GNU make 3.80 and the following configuration settings:

$ PAGE=letter BROKEN_SPOOLER_FLAGS=0 LIBS="-lsupc++" -fno-strength-reduce 
-march=athlon-xp" ./configure
