Just follow the instructions in groff_font(7). See $PREFIX/share/groff/(version)/fonts/devps/generate/Makefile for a hands-on example.
If the font has an idiosyncratic encoding, you will need to create your own encoding file before processing the AFM file and maybe set it up as a special font, if you want to use especial character names. That's it.
