For me that works fine, using groff 1.19 and gs 7.05 (on my system gpic
is simply called "pic").
I obtain a foo.epsi file with this BB:
%%BoundingBox: 71 793 307 831
It should be interesting to do a "diff" between my foo.ps and yours.
