Well, I'm rejecting the Japanese extension because it is -- a Japanese
extension. I know too much of CJK language support to be able to
accept it. It can't be extended to be a general solution for other
encodings like Big 5 or Unicode.

Personally, I would favor that instead of releasing 1.18.2. Bernd?

I *want* to do it piecewise! It's not very complicated (at least at
the beginning): Widen the internal input character support to 32bit.
Maybe it is best to start (in a separate branch) what Bernd has
suggested a longer time ago: Create a new type for `input character
codes'.
