Have you never unpacked free software before? They nearly always 
should contain README, INSTALL, NEWS, TODO or BUGS and AUTHORS files, 
especially if they follow GNU coding standards. All of those may 
contain information that is useful to you. It seems unfair to pick on 
groff for not explaining this common practice to you. Go pick on the 
other people who produce the "content-free" NEWS files you complain 
about. They should put a list of user-visible changes in NEWS, at 
least.

Someone else may only read INSTALL, or only see the tar output. It's 
not really feasible to document common practices everywhere.
