[Groff] mom 1.1.9 released

Howdy, all.

The latest release of the mom macro set (1.1.9) is now in the groff
repository and at its usual location (as a tarball)

The major features of this release are:

1.  Optional generation of cover pages, both for entire documents
    and for "sections" within collated documents.

2.  Reworking of the footnote routines so that footnotes occuring
    inside epigraphs, quotes and blockquotes behave properly
    without user intervention.  Hopefully, this obsoletes
    .BREAK_QUOTE.

    Footnotes marked with the "star/dagger" method now use
    "star/dagger/double-dagger."

3.  The typesetting macros .EL (End Line, i.e. break without
    advancing on the page) and .TN (Tab Next; i.e. move to the next
    defined tab in numeric order without advancing on the page) no
    longer require turning page traps off when they get used on the
    last line of a page.  (In nofill modes, the input line before
    either must now be terminated with \c.)

4.  Small adjustments have been made to the alignment of top
    margins, so that mom's rule, "the top of the printer sheet is
    baseline 0 when advancing from the top of the page," is
    consistently observed.

5.  The handling of the document processing "style" macros ending
    in _FAMILY, _FONT, _SIZE, _COLOR and _QUAD has been completely
    reworked.  This should have no impact on users.

6.  A "quick reference" guide has been added to the html
    documentation.

7.  The /examples directory now contains only three mom docs:
    letter.mom (a sample letter), typesetting.mom (demonstrating mom
    (and groff's ) typesetting capabilities, and sample_docs.mom
    (three docs, collated together with covers in PRINTSTYLE
    TYPESET; instructions are in the file for converting the docs
    to PRINTSTYLE TYPEWRITE if the curious want to see how that
    works).

8.  The mom webpage has been re-written to make mom and groff more
    accessible to newbies, plus there's a short discourse on "groff and
    mom vs TeX and LaTeX."  As well, I've added links to a couple of
    sample mom files and their PostScript output.

A ton of work went into this release, which I hope, in a couple
of months, to release as "stable" 1.2.  Any and all testing with
reports of bugs and problems is highly appreciated at this point.
My time for mom in the upcoming year will be greatly reduced, owing
to the publication of _The Schumann Proof_.
