[Groff] Wrong link to FFII

The basic starting information for getting groff are the websites
http://www.gnu.org/software/groff/groff.html and
http://groff.ffii.org/.

Both contain the wrong link `ftp://groff.ffii.org/pub/groff' for
`FFII host (Germany)'.  This should now point to
`http://groff.ffii.org/groff/' instead.

Moreover, it would be nice to add an argument explaining that this
link also contains the development version of groff.
