[Groff] .tag and .taga questions

Gaius,

the `.tag' and `.taga' requests are more or less analogous requests to
\X'...', right?  Is there any reason why this is currently limited to
-Thtml?  I can imagine that it might be quite useful for -Tps also (at
least `.tag').  Can you remove this restriction?
