Yes, this is the idea. And since a user locale setting always exists,
(1) is never used. (In the worst case the user's locale is the "C" locale,
indicating that groff's output should be in ASCII, i.e. that "man" needs
to pass to groff the option -Tascii, not -Tlatin1.)
