[Groff] Suggested tbl enhancement

I tried poking at this once & got stuck...

Anyway, it's kind of surprising that there's no "pointsize" global  
option for tables. I guess the typical workaround is to bracket the  
table with .ps requests.

If anyone is bored enough to take a crack at this, I'll be glad to  
test it.
