The pdfref macros are supplied with the MS-Windows distribution available
from
http://gnuwin32.sourceforge.net/packages/groff.htm
Some small tests show that they still work with 1.19.2.
The easiest way to get the macros is from the bin zip file
(http://gnuwin32.sourceforge.net/downlinks/groff-bin-zip.php)
and extracting them from the subdirectory share/groff\site-tmac
The last changes are over 2 years old, and an update is not planned.
