You may, although IIRC, there should be a space, as in `'\" tep'.
But that doesn't violate Clarke's dictum: the initial `'\"' makes
it a genuine troff/groff comment line; it defines no content.
BTW, I think you mean `preprocessors', not `precompilers'.
